New entrants to university from 2012 could face tuition fees of between £6,000 and £9,000 per annum.
The fees will be repayable once someone has graduated and earning more than £21,000 a year.  Students will also be liable for the repayment of loans for their accommodation and living costs.
Existing students and those entering higher education in 2011 will not be affected by these proposals.
